Kupwara in north Kashmir and Bhaderwah in Doda district of the Jammu region have received the highest amount of rainfall, 29 mm, in the last 24 hours. The Highway town of Batote has also received 26 mm of rainfall, followed by Qazigund and Srinagar, which received rain up to 25.4 mm and 21.3 mm respectively. Banihal, Kokernag and Pahalgam areas have also received substantial rains. The downpour has caused swelling in the water bodies in the Valley, including the Jhelum river, which was flowing four feet below the danger mark at Sangam, Anantnag district.

Flooding was reported around New Brighton and the Avon River at Dallington and Avonside. Civil Defence says repair teams are working to minimise any damage caused by the flooding. Trenches were earlier dug in Christchurch's eastern suburbs. Emergency services last night closed roads in Bexley as water approached properties, but no homes were evacuated and there were no reports of property damage. Avonside resident Leanne Curtis, of advocacy group CanCERN, said the flood risk in the east was "huge". She said properties around the Avon River were waterlogged within hours of rain falling on Saturday. "I know people who have dug big trenches to try to get the water flowing away," she said. "If you're near the river and in the flood zone, that's the fear. I know people around the river are pretty freaked out about the concept of it coming through their house."

The higher water table and subsided land worsened the problem, Curtis said. Water that would not drain had to be "physically moved". "This is one more thing that just adds to people's crap," she said. A Civil Defence spokeswoman said the rain had not affected the Bromley wastewater-treatment plant. A strong, cold south to southwest flow over northern and central New Zealand brought severe gales to those regions yesterday. Snow fell yesterday on the central plateau and in parts of the South Island, including Hanmer Springs. Police attended a number of car accidents in the wintry conditions, particularly in the Wellington region. MetService says a cold front is expected to move across New Zealand over the long weekend. Spokesman Bob McDavitt said gusty northerly winds are likely for the central North Island with rain sweeping across the South Island.

Persistent flooding in Canada's central province of Manitoba has forced hundreds of people from their homes and closed dozens of roads, authorities said Tuesday. Officials worked around the clock to build higher dikes near towns along the Assiniboine River, near the province's western border where flood threats were the most serious. A total of 763 people have been evacuated from their homes, the Manitoba Water Stewardship said. "Ice jams along the Assiniboine River between Poplar Point and Baie St. Paul Bridge caused surges in the water levels, and overtopped and breached the dikes in some areas," the government agency announced. "The dikes took quite a pounding," a government official said, adding that repairs were quickly done. "You can't stop floodwaters but you can certainly manage them," the official said. Parts of Highway 75, one of the province's major trade routes into the United States, was closed, due to rising waters on the Red River. The floods, which began last week, were expected to remain a threat in the coming weeks. On a campaign stop Tuesday in Manitoba ahead of a federal election on May 2, opposition Liberal leader Michael Ignatieff promised to implement a 225-million-dollar program for flood relief and water clean-up.
