ศูนย์เฮอร์ริเคนแห่งชาติสหรัฐรายงานว่า พายุโซนร้อนอินกริดได้ก่อตัวขึ้น ในมหาสมุทรแอตแลนติก ทางตะวันออกของหมู่เกาะแคริบเบี้ยนเมื่อวานนี้ โดยอยู่ห่างไปทางตะวันออกของหมู่เกาะแอนติลลิส ประมาณ 1,350 กิโลเมตร และกำลังเคลื่อนตัวมุ่งหน้าไปทางตะวันออกเฉียงเหนือของแคริบเบียน ด้วยกำลังลม 65 กิโลเมตรต่อชั่วโมง และเป็นไปได้ว่า จะทวีกำลังเพิ่มขึ้นเล็กน้อยในอีก 24 ชั่วโมงข้างหน้า แต่คาดว่า อีกหลายวันกว่าพายุลูกนี้ จะส่งอิทธิพลถึงแผ่นดิน ทั้งนี้พายุโซนร้อนอินกริดนับเป็นพายุลูกที่ 9 ในปีนี้
ส่วนพายุเฮอร์ริเคนฮัมเบอร์โต้ได้อ่อนกำลังกลายเป็นพายุโซนร้อนแล้วเมื่อวานนี้ และพัดเข้าถล่มทางตอนกลางของรัฐลุยเซียนา ทำให้เกิดน้ำท่วมถนนหนทาง และกระแสไฟฟ้าดับ โดยก่อนหน้านี้พายุลูกนี้ได้พัดกระหน่ำรัฐเทกซัส ส่งผลให้มีผู้เสียชีวิตอย่างน้อย 1 คน

รายงานระบุว่า ฝนที่ตกลงมาอย่างหนักเมื่อเช้าวันพฤหัสที่ผ่านมา ทำให้เกิดน้ำท่วมฉับพลัน บ้านเรือนเสียหาย 41 หลัง ชาย 4 คน หญิง 1 คน เด็กหญิงอีก 2 คนถูกกระแสน้ำพัดพา และพบศพเพียง 2 ศพในวันเดียวกัน ส่วนอีก 5 คนยังคงสูญหาย

นับแต่เริ่มเข้าสู่ฤดูฝนเมื่อเดือน พ.ค.ที่ผ่านมา พม่าเผชิญฝนตกหนักและน้ำท่วมในพื้นที่ราบลุ่ม ส่งผลให้ประชาชนนับพันในบริเวณสามเหลี่ยมปากแม่น้ำอิระวดีไร้ที่อยู่อาศัย.

เจ้าหน้าที่ท่าอากาศยานเกาะเชจูทางภาคใต้ของเกาหลีใต้เปิดเผยว่า พายุฝนครั้งนี้ทำให้ท่าอากาศยานต้องประกาศยกเลิกเที่ยวบินทั้งในประเทศและระหว่างประเทศทั้งสิ้น 280 เที่ยว อีกทั้งยังเป็นเหตุให้มีผู้โดยสารตกค้างที่สนามบินอีกกว่า 15,000 คน ขณะที่สำนักงานอุตุนิยมวิทยาระบุว่า อิทธิพลของไต้ฝุ่นนารีส่งผลให้มีฝนตกบนเกาะเชจูวัดได้มากกว่า 8 นิ้ว คาดว่าไต้ฝุ่นดังกล่าวจะขึ้นฝั่งเกาหลีใต้ในวันพรุ่งนี้ (17 ก.ย.)

ข่าวระบุว่า ขณะนี้มีเรือจอดเทียบท่ารอบเกาะเชจูมากกว่า 3,000 ลำ หลังเจ้าหน้าที่ความปลอดภัยทางทะเลมีคำสั่งให้เรือขนส่งและเรือประมงทุกลำงดออกจากฝั่ง โดยเจ้าหน้าที่ยังได้เตือนให้ประชาชนทางภาคตะวันตกเฉียงใต้คอยระวังภัยจากน้ำท่วม เนื่องจากคาดว่าจะมีฝนตกหนักต่อเนื่องไปจนถึงช่วงเช้าของวันพรุ่งนี้

Villages submerged
Countries in East Africa regularly flood at this time of year, but West African nations are much less able to deal with the deluge, the World Food Programme says.
"In Kenya or Ethiopia, these countries are facing floods every year and year after year, they have set up some contingency plans," the WFP's Pierre Lucas told the BBC.

"In West Africa, the level of awareness is not the same, and the response capacity [is] really different."
Ghana has been hit badly by the flooding, with three northern regions being declared an official disaster zone after whole towns and villages were submerged.
Information Minister Oboshie-Sai Cofie said: "It is a humanitarian disaster. People have nowhere to go. Some of them are just hanging out there waiting for help to come."
She said the Ghanaian government had received considerable aid and hoped the situation would improve.
French military helicopters were helping relief efforts in nearby Ivory Coast, while officials in Togo were dealing with more than 60,000 displace people and a wrecked infrastructure.
Houses collapse
In East Africa, the brunt of the torrential rain was felt in Uganda, Ethiopia and Sudan.
The UN relief co-ordinator in the Sudanese capital Khartoum, John Clarke, told the BBC more than 250,000 had been left homeless there.
In Uganda, where similar numbers have been affected, some villages have been completely cut off by the floods.
Joseph Amongin, a local chief in Magoro town which has been surrounded by flood water, said houses were collapsing and roads were impassable.
The BBC's Sarah Grainger, in Magoro, says people were using dug-out canoes to move around and many of the 7,000 inhabitants have lost their crops.
Musa Ecweru, the country's disaster preparedness minister, said the situation was "getting worse by the hour".
"Access to some communities is almost impossible. We will need boats and helicopters to deliver emergency interventions," he said.
The airlifting of food and medical supplies to affected areas is expected to start on Monday or Tuesday. The UN has diverted a helicopter from Darfur in Sudan to help with the effort.
In Ethiopia, deaths have been reported and a massive food aid programme has been set up after flooding hit almost 200,000 people.
And Rwandan officials reported 15 deaths and 500 homes washed away since Wednesday.

อิทธิพลของพายุไต้ฝุ่นวิภา ทำให้ฝนตกหนักและสถานการณ์น้ำท่วม ในหลายพื้นที่ของเกาหลีเหนือรุนแรงยิ่งขึ้น เมื่อเดือนที่แล้วมีชาวเกาหลีเหนือเสียชีวิตกว่า 600 คน และไร้ที่อยู่อาศัยราว 300,000 คน จากเหตุน้ำท่วมครั้งใหญ่ที่สุดในรอบหลายสิบปี
ขณะเดียวกัน ฝนที่ตกหนักนานกว่า 2 เดือน ทำให้น้ำท่วมในหลายพื้นที่ของประเทศกานา มีผู้เสียชีวิตกว่า 200 คน ไร้ที่อยู่อาศัยราว 260,000 คน หน่วยกาชาดสากลต้องให้ความช่วยเหลือแก่บรรดาชาติแอฟริกา 12 ประเทศ ที่ยังคงมีน้ำท่วมขัง

สำนักข่าว KCNA ของเกาหลีเหนือ รายงานว่า อิทธิพลของไต้ฝุ่นวิภาได้ทำให้เรือกสวนไร่นา ในหลายจังหวัดทางภาคตะวันตก และกรุงเปียงยาง ต้องจมอยู่ใต้น้ำ มาตั้งแต่วันอังคารถึงวันพฤหัสบดี หลังเกิดฝนตกหนักในหลายจังหวัด สร้างความเสียหายทางเศรษฐกิจอย่างมหาศาล โดยเฉพาะที่กรุงเปียงยาง ซึ่งเตรียมจะเป็นเจ้าภาพจัดการประชุมสุดยอดสองเกาหลี เป็นครั้งที่ 2 ในต้นเดือนตุลาคม ต้องเผชิญกับฝนที่ตกลงมาสูงเกือบ 27 เซนติเมตร ในช่วง 2 วันที่ผ่านมา อย่างไรก็ดี ในเช้าวันนี้ ฝนแทบจะหยุดตกแล้ว
ทั้งนี้ เกาหลีเหนือยังคงอยู่ระหว่างการฟื้นตัวจากเหตุน้ำท่วมใหญ่เมื่อเดือนสิงหาคม ซึ่งนับเป็นครั้งเลวร้ายที่สุดในรอบทศวรรษ ส่งผลให้มีผู้เสียชีวิตและสูญหายอย่างน้อย 600 คน ทำให้เกาหลีเหนือต้องพึ่งพาความช่วยเหลือบรรเทาทุกข์จากนานาชาติ

แถลงการณ์ดังกล่าวมีขึ้น หลังจากมีรายงานของหน่วยงานรัฐบาลออสเตรเลีย เผยแพร่ เมื่อวันพฤหัสบดีที่ผ่านมา ระบุว่า ระดับน้ำในแม่น้ำสำคัญทางภาคใต้ของออสเตรเลีย อันเป็นพื้นที่เพาะปลูกสำคัญในเดือนสิงหาคมที่ผ่านมายังคงอยู่ในระดับต่ำกว่าปกติ และบางแห่งต่ำที่สุดเป็นประวัติการณ์
นายฮาวเวิร์ดเพิ่งประกาศโครงการช่วยเหลือเกษตรกรออสเตรเลีย จากปัญหาภัยแล้ง วงเงินรวม 430 ล้านดอลลาร์ออสเตรเลีย หรือประมาณ 12,500 ล้านบาท เพิ่มเติมขึ้นจากที่รัฐบาลอัดฉีดเงินช่วยเหลือไปแล้ว ไม่น้อยกว่า 2,400 ล้านดอลลาร์ออสเตรเลีย โดยนายฮาวเวิร์ดระบุว่า มาตรการช่วยเหลือรอบใหม่ จะนำเข้าหารือในที่ประชุมคณะรัฐมนตรี วันอังคารหน้าต่อไป

ศูนย์เฮอริเคนแห่งชาติของสหรัฐฯ รายงานว่า พายุ ไอโว่ได้ลดความรุนแรง จากระดับพายุเฮอริเคนแล้ว ขณะนี้มีศูนย์กลางอยู่ห่างจากชายฝั่ง และสนามกอล์ฟลอสคาบอส กว่า 400 กิโลเมตร คาดว่าจะขึ้นฝั่งในเช้าวันจันทร์ โดยพื้นที่ซึ่งคาดว่า พายุจะขึ้นฝั่งเป็นบริเวณเดียวกับ ที่เคยถูกเฮอริเคนเฮนเรียต พัดถล่มมาแล้วเมื่อต้นเดือน ทำให้นักท่องเที่ยวชาวต่างชาติ 1 คน และชาวประมง 2 คน เสียชีวิต นอกจากนี้ ยังทำให้เกิดน้ำท่วมที่ทางเหนือของเม็กซิโก สร้างความเสียหายให้แก่พื้นที่การเกษตรของรัฐโซโนรา และซินาโลอา

เจ้าหน้าที่บังกลาเทศรายงานวันนี้ว่า ทีมเจ้าหน้าที่กู้ภัย ยังไม่สามารถเริ่มปฏิบัติภารกิจ ค้นหาชาวประมงที่สูญหายได้ จนกว่าสภาพอากาศจะดีขึ้น ทางด้านสำนักงานอุตุนิยมวิทยาบังกลาเทศเตือนว่า พื้นที่นอกชายฝั่งอ่าวเบงกอล กำลังเผชิญกับพายุกำลังแรงที่กำลังบ่ายหน้า ไปยังรัฐโอริสสา ทางตะวันออกของอินเดีย และว่าท่าเรือต่าง ๆ ในบังกลาเทศได้ออกประกาศเตือนภัยพายุดังกล่าวแล้ว
ทั้งนี้ ชาวประมงชาวบังกลาเทศหลายร้อยคน ต้องสังเวยชีวิต หรือสูญหายไปทุกปีนอกชายฝั่งอ่าวเบงกอล ในช่วงฤดูมรสุมที่มีพายุ และคลื่นลมแรง

นายกองเอก วิลาศ รุจิวัฒนพงศ์ รองผู้ว่าราชการจังหวัดเชียงใหม่ กล่าวถึง พายุหมุนเขตร้อนที่จะมีอิทธิพลกับประเทศไทย และภาคเหนือว่า มีการเฝ้าระวังอย่างใกล้ชิด แต่ไม่น่าเป็นห่วง เพราะเชื่อว่าจะไม่ส่งผลทำให้เกิดน้ำท่วม จ.เชียงใหม่ โดยเฉพาะลำน้ำปิงในในเขตเมืองที่จะไม่สูงขึ้นแต่อย่างใด แต่ปัญหาน้ำป่าไหลหลากน่าจะยังมีอยู่ ซึ่งประชาชนที่อยู่ในพื้นที่เสี่ยงภัยต้องเตรียมความพร้อมมากขึ้น
อย่างไรก็ตาม รองผู้ว่าราชการจังหวัดเชียงใหม่ กล่าวว่า ขณะนี้เป็นห่วงสถานการณ์ภัยแล้งมากกว่า เนื่องจากน้ำในเขื่อนขนาดใหญ่ ของ จ.เชียงใหม่ มีปริมาณลดลงอยู่ที่ระดับ 18 - 19% เท่านั้นในเขื่อนแม่กวง อยู่ที่ 48 ล้านลูกบาศก์เมตร จากเดิม 260 ล้านลูกบาศก์เมตร ซึ่งหากมีพายุมาตกเหนือเขื่อนก็จะได้ปริมาณน้ำเพิ่มขึ้นอีกประมาณ 50 ล้านลูกบาศก์เมตรเท่านั้น ทั้งนี้ จะมีการประชุมหารือกับกรมชลประทาน เพื่อบริหารจัดการน้ำให้เพียงพอต่อไป

นายกองเอก วิลาศ รุจิวัฒนพงศ์ รองผู้ว่าราชการจังหวัดเชียงใหม่ กล่าวว่า จากการประชุมหน่วยงานที่เกี่ยวข้องพบว่า สถานการณ์ภัยแล้งปีนี้น่าเป็นห่วง โดยเฉพาะปริมาณน้ำในเขื่อนแม่กวง ซึ่งเป็นเขื่อนขนาดใหญ่ที่มีขนาดความจุ 260 ล้านคิว ขณะนี้ มีน้ำเพียง 47 ล้านคิว หรือ ร้อยละ 17 เท่านั้น จากปีที่แล้วสามารถปล่อยน้ำให้กับเกษตรกร และทำน้ำปะปาได้ถึง 144 ล้านคิว แต่คาดว่าปีนี้จะปล่อยได้เพียง 10 ล้านคิว
อย่างไรก็ตาม ชลประทาน ได้สำรวจแหล่งน้ำสำรองเพิ่มเติมไว้แล้วอีกประมาณ 20 แห่ง แต่ก็มีปริมาณน้ำประมาณ 7 ล้านคิว เท่านั้น ซึ่งกลุ่มผู้ใช้น้ำจะต้องมีการหารือ เพื่อจัดสรรน้ำให้เหมาะสมต่อไป ทั้งนี้ สถานการณ์ภัยแล้งปีนี้ถือว่ารุนแรงสุด ในรอบ 8 ปี เทียบเท่ากับปี 2542 ซึ่งทางจังหวัดจะประกาศห้ามทำนาปรังเด็ดขาด ในพื้นที่เขื่อนแม่กวง และให้เกษตรกรขึ้นทะเบียนการใช้น้ำ เพื่อการเกษตรต่อไปด้วย

เจ้าหน้าที่ และผู้เห็นเหตุการณ์เผยว่า เหตุระเบิดบนรถบัสโดยสารบรรทุกทหารในกรุงคาบูล ทำให้รถโดยสารพังยับทั้งคันด้วยแรงระเบิด และกระจกหน้าต่างของร้านค้าที่อยู่ใกล้เคียงแตกกระจัดกระจาย โดยมีผู้เสียชีวิตอย่างน้อย 31 คน ส่วนใหญ่เป็นทหาร และเจ้าหน้าที่กระทรวงกลาโหม นอกจากนี้ เชื่อว่ามีผู้ที่สัญจรผ่านมาขณะเกิดเหตุเสียชีวิตด้วย

ขณะที่ กลุ่มติดอาวุธตอลิบานออกมาอ้างความรับผิดชอบเหตุโจมตีครั้งนี้ ซึ่งถือเป็นเหตุการณ์ที่รุนแรงที่สุดในเมือง นับตั้งแต่การระเบิดพลีชีพเช่นเดียวกันนี้ กับรถบัสตำรวจ ในเดือนมิถุนายนที่ผ่านมา สูญเสียไปกว่า 35 ชีวิต

ด้าน กระทรวงกลาโหมระบุว่า สาเหตุการระเบิดมาจาก มือระเบิดพลีชีพ แต่งกายในชุดทหาร ขึ้นไปบนรถ ซึ่งบรรทุกเจ้าหน้าที่กองทัพแห่งชาติอัฟกานิสถานที่กำลังเดินทางไปทำงาน โดยนายทหาร 27 นายเสียชีวิต และอีก 21 นายได้รับบาดเจ็บ

ตำรวจ และเจ้าหน้าที่ รวมถึงผู้อยู่อาศัยในละแวกนั้นช่วยกันเก็บชิ้นส่วนของร่างผู้เสียชีวิต มีเด็กชายคนหนึ่งยืนร้องไห้ในวงล้อมของตำรวจ บอกว่า เขากำลังมองหาผู้เป็นพ่อ ซึ่งซื้อบุหรี่จากรถเข็น ที่อยู่ในจุดเกิดเหตุระเบิด พยานผู้เห็นเหตุการณ์เล่า

ทั้งนี้ การโจมตีครั้งนี้ยังเป็นการโจมตีของกลุ่มตอลิบานที่ร้ายแรงที่สุด นับตั้งแต่กลุ่มติดอาวุธกลุ่มนี้ถูกแย่งตำแหน่งหัวรุนแรงไปโดยผู้นำกลุ่มอัลกออิดะห์ ในกระแสตื่นตัวต่อเหตุการณ์ 11 กันยายน 2001 ที่ถล่มสหรัฐฯ และห่างหายไปจากการโจมตีกองกำลังต่างชาติ และอัฟกัน หลังจากสูญเสียครั้งใหญ่ในการปะทะกับกองกำลัง ซึ่งนำโดยสหรัฐฯ เมื่อปีที่แล้ว

</td></tr> </tbody></table> <!-- E IIMA --> <!-- S SF --> Togo has issued an urgent international appeal for food and medicine to help deal with flooding that has affected almost half the countries in Africa. Governments and aid agencies in the other affected nations are warning that hundreds of thousands of people are still awaiting vital relief supplies.
Twenty-three people are confirmed dead in Togo, with 20,000 others homeless.
It is estimated the recent floods, which are now subsiding, have killed at least 300 people across Africa so far. <!-- E SF -->
The government of Togo - one of the world's poorest countries - has so far put around $1.1m (£535,000) into rescue and repair operations.
West and Central Africa have taken the brunt of the flooding over the past month.
The European Union has offered two million euros (£1.4m) to help Togo, Ghana and Burkina Faso, three of the worst hit among 20 countries affected.
Uganda - itself badly hit - says transport routes to Sudan, where more than 600,000 people are said be in urgent need of aid, have been badly disrupted.
The United Nations has warned the floods could lead to locust infestations and outbreaks of water-borne diseases such as cholera and dysentery.
