Indonesia could lose about 2,000 islands by 2030 due to climate change, the country's environment minister said on Monday.

Rachmat Witoelar said studies by U.N. experts showed that sea levels were expected to rise about 89 centimetres in 2030 which meant that about 2,000 mostly uninhabited small islets would be submerged. "We are still in a better position. Island countries like Saint Lucia, Fiji and the Bahamas would likely disappear," he told Reuters. Indonesia, which consists of 17,000 islands, has been trying to avert such a scenario by reducing reliance on fossil fuels and switching to bio-fuels, he said. "We are optimistic it can be prevented. Switching to bio-fuels is not only good for the environment but also will benefit us economically considering the volatile state of oil prices," he said. Biofuels can be substituted for fossil fuels and are seen as a way to reduce the emission of greenhouse gases which are believed to contribute to global warming. A major U.N. conference on climate change will be held in the Indonesian island of Bali in December.

A draft U.N. report due to be released in Paris on Feb. 2 projects a big rise in temperatures this century and warns of more heat waves, floods, droughts and rising seas linked to greenhouse gases. World leaders signed a U.N. Climate Convention in 1992 with an overriding goal of stabilising greenhouse gases at levels preventing "dangerous (human) interference with the climate system". However, it did not define "dangerous" and the issue has been a vexed point in efforts to slow climate change ever since. Under the Kyoto Protocol, the U.N. plan for fighting global warming, 35 industrial nations have agreed to cut emissions by 5 percent below 1990 levels by 2008-12. U.S. President George W. Bush pulled the United States out of the protocol in 2001, saying it would damage the U.S. economy and wrongly exempted developing nations from the first phase. </TD></TR></TBODY></TABLE>

Department of Fisheries officer Tony Cappelluti says a two-metre bull shark has been spotted twice, the last time late yesterday near the Shelley boatshed. Mr Cappelluti says the shark is considered extremely dangerous. "People just need to be aware that the shark that was sighted, we believe [it is] the same shark that was sighted earlier yesterday," he said. "It is still in the area, so if they're going to using the waterways in and around the area, they probably should just be very careful about its presence. "They're sort of regarded as the shark responsible for most deaths around the world, even rated more highly that great whites and tiger sharks. "They've been responsible for a number of deaths in Queensland and tropical areas." The Department of Fisheries will today try to locate the shark.</CODE>

รายงานจัดทำโดย Centre for Research on the Epidemiology of Disasters (CRED) แห่งมหาวิทยาลัยลูแวง ในเบลเยียม ร่วมกับสำนักงานยุทธศาสตร์ระหว่างประเทศเพื่อการลดภัยพิบัติ แห่งสหประชาชาติ (ISDR) ซึ่งเผยแพร่เมื่อวันจันทร์(29) ระบุว่า เหตุภัยธรรมชาติเกือบ 400 เหตุการณ์ ที่เกิดขึ้นเมื่อปีแล้ว ได้คร่าชีวิตประชาชนไป 21,342 คน

ตัวแทนของ CRED แถลงว่า ทวีปเอเชีย ยังคงเป็นทวีปที่ได้รับความเสียหายจากภัยธรรมชาติรุนแรงที่สุด โดยจำนวนผู้เสียชีวิตจากภัยพิบัติเมื่อปี2006นั้น เกือบสามในสี่ (74.2%) เป็นชาวเอเชีย

ส่วนทวีปยุโรปมีเหยื่อภัยพิบัติมากเป็นอันดับสอง รองจากเอเชีย โดย 15.3%ของจำนวนเหยื่อภัยพิบัติ เป็นชาวยุโรป ตามมาด้วยทวีปแอฟริกา 7.5% ทวีปอเมริกา 2.9% และแถบโอเชียเนีย 0.1%

เดอบาราติ กูฮา-ซาปีร์ ผู้อำนวยการของ CRED แถลงว่า ถือเป็นเรื่องเลวร้ายที่เอเชียยังคงเป็นพื้นที่ประสบปัญหาหนักสุด เพราะสภาพเศรษฐกิจในเอเชียกำลังเฟื่องฟู แต่รัฐบาลกลับไม่ลงทุนวางมาตรการป้องกันและเตรียมการรับมือกับภัยธรรมชาติ

ทั้งนี้ รายงานของCRED และ ISDR ระบุว่า แผ่นดินไหวบนเกาะชวาของอินโดนีเซีย เมื่อเดือนพฤษภาคม ปีที่แล้ว ซึ่งคร่าชีวิตประชาชนไป 5,778 คน ถือเป็นภัยธรรมชาติที่เกิดขึ้นในพื้นที่เดียวครั้งใหญ่ที่สุดในปี2006

ภัยพิบัติครั้งใหญ่รองลงมาคือ วาตภัยจากไต้ฝุ่นทุเรียนที่พัดถล่มฟิลิปปินส์เมื่อเดือนธันวาคมคร่าชีวิตผู้คนไป 1,399 คน และแผ่นดินถล่มที่ฟิลิปปินส์เมื่อเดือนกุมภาพันธ์ ปีที่แล้ว กลืนร่างผู้เสียชีวิตไป 1,112 ศพ ตามมาด้วยเหตุคลื่นความร้อนเมื่อเดือนกรกฎาคมปีเดียวกัน ที่ทำให้มีผู้เสียชีวิต 1,000 คน ในเนเธอร์แลนด์ และ 940 คน ในเบลเยียม

กูฮา-ซาปีร์ กล่าวว่า การที่ประเทศพัฒนาแล้วในยุโรปติดอันดับเป็นพื้นที่ประสบภัยธรรมชาติอย่างหนัก ถือเป็นเรื่องน่าสลดใจ ทั้งนี้ ผู้อำนวยการ CRED กล่าวว่า ประเทศในยุโรปโดยทั่วไปก็ไม่ได้วางแผนรับมือหรือลดผลกระทบจากเหตุภัยธรรมชาติ อย่างเพียงพอ

ทว่า บังกลาเทศ ซึ่งเป็นหนึ่งในประเทศที่ยากจนที่สุดในโลก กลับมีความคืบหน้าในการบรรเทาภัยพิบัติ โดยกูฮา-ซาปีร์ กล่าวว่า เมื่อปี1973 มีประชาชนราว 15,000 คนเสียชีวิตจากอุทกภัยในบังกลาเทศ แต่หลังจากนั้น รัฐบาลได้อพยพประชาชนออกจากพื้นที่ต่ำและสร้างที่หลบภัยจากพายุไซโคลน มาตรการเหล่านี้ทำให้เหยื่อภัยธรรมชาติลดลง

In Georgia, Atlanta's Hartsfield-Jackson International Airport canceled 450 incoming and outgoing flights, according to the report. A few planes in Atlanta were de-iced earlier in the day, but most didn't need it as temperatures stayed above freezing. In North Carolina, Charlotte's Douglas International Airport, 75 flights were also canceled. The National Weather Service issued a winter storm warning for portions of Georgia and the Carolinas until midnight Thursday. The warning said snow will become mixed with sleet and freezing rain during the afternoon, and that could down trees and power lines.Schools and businesses in the area were closed on Thursday or opened late, and more than 2,000 homes and businesses in western North Carolina were without electricity. สายการบินกว่า500เที่ยวได้ยกเลิกเมื่อวันพฤหัสบดีเมื่อพายุฤดูหนาวนำเอาฝน สลีด(น่าจะคล้ายน้ำแข็ง ใครถ้ากระจ่างช่วยบอกที) หิมะ ทำให้ธุระกิจปิดไป (มีหลายรัฐตามรายละเอียดข้างบน) ถนนก็เต็มไปด้วยน้ำแข็ง ไฟฟ้าไม่มีใช้โรงเรียนปิด(รายละเอียดผมไม่ได้แปลครับ) ตอนนี้อเมริกากำลังโดนหนัก

พื้นที่ในจาการ์ตา และเมืองรอบๆ อย่างน้อย 122 เขต ถูกน้ำท่วมอย่างหนัก เขากล่าว

The Highways Agency (HA) warned drivers to check weather forecasts and road conditions before setting out. "If the weather is severe, don't travel unless your journey is essential," the HA said. The agency had put 400 salt-spreading vehicles on standby and all England's motorways and major roads were treated before the snow arrived. Schools were closed in Birmingham and Southern Railways warned there could be delays because of points failures. Network Rail said train lines in Kent and Sussex were most vulnerable to snow and ice because they take their power from the rails rather than overhead lines. Special trains will be used to de-ice the tracks and spray anti-freeze while heaters will stop points from freezing and causing delays.
