Situation: Heavy rains caused flash floods in parts of Davao City Tuesday night, killing 17 people and affecting more than 25,000 residents. A report from ABS-CBN Regional Network Group said 7 of the 15 fatalities were children. Majority of the victims lived near the Matina Pangi River. Davao Mayor Sara Duterte said the flash floods struck 4 barangays after a heavy downpour caused the Matina Pangi River to overflow Tuesday night. "This is not the first time that the river has overflowed but it is the first time that it overflowed in all 4 areas at medyo mataas yung tubig. It's more than 10 meters in some parts and in some, up to 20 metyers Completely submerged yung ibang lugar. Yung iba inabot ang second floor," she told ANC's "Headstart." An ABS-CBN report said some residents in Matina Crossing climbed trees or stayed on the roofs of their houses to escape the raging flood. The mayor has canceled classes in the affected barangays. The four affected villages are Matina Crossing, Balusong, NHA and Matina Pangi.

Members of the 911 Urban Search and Rescue Unit used 3 rubber boats to rescue residents trapped in their homes. Elements of the Regional Public Safety Batallion, Philippine Air Force and Coast Guard also helped in the rescue operations. The local government has designated the Central Park Gym in Bangkal and GSIS gym in Matina as temporary evacuation shelters. Duterte said she will convene the city council for a special session Wednesday morning if they will declare state of emergency for the 4 baranagays hit by flash floods. "The water is already gone. Mabilis umakyat at mabilis din dumaba. Overflowing river siya pero sobra hindi ko ma-describe. It was 3 hours of heavy rain," she said. Science and Technology Undersecretary Graciano Yumul said an isolated thunderstorm caused the heavy downpour. "What happened is that 8mm of rain fell for a 2-hour duration so that is classified as heavy. It was an isolated thunderstorm embeeded in the Intertropical covergence zone...Isolated thunderstorm biglang bumubuhos at biglang nawawala," he said.

ขอบคุณครับที่แจ้งข่าวให้ทราบในช่วงหลังของเดือนกรกฏาคมนี้การ เปลี่ยนแปลงบนโลกจะมีลักษณะคล้ายกับช่วงปลายเดือนธันวาคม 2010 ซึ่งเป็นไปได้ว่าจะมีสัตว์ตายเป็นจำนวนมาก และมีปัญหาเกี่ยวกับน้ำท่วม ซึ่งต้องลองติตตามดูครับ

Chiang Mai (Mizzima) – New areas in Rakhine and Karen states and Bago are flooded now as unseasonably heavy rains have passed over parts of Burma.

Twenty villages in Kawa Township and 18 blocks in Bago have had to use boats to get around in the city after the Bago River overran its banks. Similarly five blocks in Hpa-an city near the Thalyin River were flooded and the residents have taken shelter in nearby schools and monasteries.

Locations that have reported more than 4-foot deep flood water include Kyaukgyisu, Ywathit, Kyauktwinkone, Myothit, Oaksettan, Mazin, Zaiganaing south, Olaysu, Klayani, Kyunthayar, Goungsaykyun, Shwethalyaung and Oaktha Myothit Block No. 7.

“Flood water has been chest-deep for four days and has not yet receded. We cannot cook meals in our home. We need boats for commuting in the city. The electricity power lines are disconnected in the city because of flooding,” a local resident from Oaktha Myothit in Bago told Mizzima.

Social aid groups, monasteries and businessmen have donated meal packets to flood victims to be distributed by township authorities.

At the same time, thousands of acres of farmlands are inundated by floodwater in over 20 villages in Kawa Township including Neikban, Paikyone, Taunggyi, Nabepin, Moe Khaing, Kyartet, Kamar and Kale villages.

“All the farmlands in this area are inundated. They are using boats to go to other villages and for shopping. We could not work for last four days. The floodwater is up to 5-feet deep in our villages,” said a farmer from Kamar Kale village.

Farmers said that they would lose nursery paddy for the second time this year.

“In the first flood, we lost our seedlings and we had to grow a second crop. Now we lost it again. We cannot afford to buy paddy seedlings again,” a villager in Paikyone told Mizzima.

Block No. 1,2,3, 5 and 6 Hpa-an near the Thanlyin River were flooded with about 5-foot deep water. Schools are closed and the flood victims were taking shelter in high schools and the Shweyin Hmyar pagoda. Some have been given assistance by the Social Welfare and Relief Department and Health Department, the flood victims said.

“We cannot stay at our homes since the floors are below the flood water. We are afraid of snakes and other poisonous creatures. Most of the victims are taking shelter in relief camps and are praying for the water to recede soon,” a flood victim in No. 2 block said.

Seven townships flooded by record monsoon rain on July 18 saw water receding.

Meteorologist Dr. Tun Lwin of the Myanmar Climate Change Watch said that there were many record monsoon rainfalls recorded in states and regions.

Civil Defense Administrator Benito Ramos said Wednesday that more than 640,000 people have been affected by Tropical Storm Nock-ten. Most of them are in Albay province, which has been inundated by heavy rains since Monday. Forecasters say the storm made landfall on Aurora province Wednesday with maximum winds of 59 miles (95 kilometers) per hour and gusts of up to 75 mph (120 kph). Nock-ten, a Laotian word for bird, is the 10th of about 21 typhoons and storms expected to lash the Philippines this year.

พายุโซนร้อนนกเต็นจะส่งผลให้เกิดฝนตกหนักและน้ำป่าไหลหลากใน

พื้นที่ภาคเหนือที่ จ.น่าน แพร่ พะเยา เชียงราย และเชียงใหม่ โดยเฉพาะ จ.น่าน อาจจะเกิดน้ำท่วมหนักเป็นรอบที่ 3 อีกครั้งได้

ส่วนในภาคตะวันออกเฉียงเหนือ ระดับน้ำในแม่น้ำโขงน่าจะเพิ่มสูงขึ้นอย่างรวดเร็ว ตั้งแต่วันที่ 30 กรกฎาคม ต่อเนื่องไปจนถึงวันที่ 3 สิงหาคม ซึ่งอาจจะส่งผลให้เกิดน้ำท่วมในจังหวัดริมฝั่งน้ำโขงในช่วงนี้ได้ เพราะแม้ประเทศไทยจะพยายามเร่งพร่องน้ำโขงอยู่ในขณะนี้ แต่ประเทศเพื่อนบ้านก็กำลังเร่งพร่องน้ำด้วยเช่นกัน ซึ่งจะส่งผลให้ระดับน้ำในแม่น้ำโขงสูงขึ้นอีก

ส่วนกรมอุตุนิยมวิทยา คาดการณ์ว่า ในวันนี้มรสุมตะวันตกเฉียงใต้ที่พัดปกคลุมทะเลอันดามันและอ่าวไทยมีกำลังแรง ขึ้น ซึ่งจะส่งผลให้มีฝนตกหนัก ประกอบกับพายุโซนร้อนนกเต็นกำลังเคลื่อนเข้ามาอีกด้าน และคาดว่าจะขึ้นฝั่งประเทศเวียดนามในวันที่ 30 กรกฎาคมนี้ จึงควรเฝ้าระวังฝนตกหนักในภาคเหนือตอนบน ภาคตะวันออกเฉียงเหนือตอนบน ภาคกลาง ภาคตะวันออกและภาคใต้ฝั่งตะวันตก

</td> </tr> <tr> <td colspan="3" style="PADDING: 10px; BORDER-LEFT:gray 1px solid;BORDER-RIGHT:gray 1px solid;" align="center" width="100%"> เมื่อเวลา 04.00 น. วันนี้ (29 ก.ค.54) พายุโซนร้อน “นกเตน” (NOCK TEN) บริเวณทะเลจีนใต้ มีศูนย์กลางอยู่ห่างประมาณ 280 กิโลเมตร ทางตะวันออกของเกาะไหหลำ ประเทศจีน หรือที่ละติจูด 18.1 องศาเหนือ ลองจิจูด 112.6 องศาตะวันออก มีความเร็วลมใกล้ศูนย์กลางประมาณ 50 นอต หรือ 90 กิโลเมตรต่อชั่วโมง กำลังเคลื่อนตัวทางทิศตะวันตก ด้วยความเร็วประมาณ 10 นอต หรือ 18 กิโลเมตรต่อชั่วโมง คาดว่า พายุนี้จะเคลื่อนผ่านเกาะไหหลำ อ่าวตังเกี๋ย และขึ้นฝั่งที่บริเวณประเทศเวียดนามตอนบนในช่วงวันที่ 30-31 ก.ค. และในขณะที่มรสุมตะวันตกเฉียงใต้ที่พัดปกคลุมทะเลอันดามัน ประเทศไทย และอ่าวไทย มีกำลังแรง ลักษณะเช่นนี้
ทำให้ประเทศไทยจะมีฝนตกชุกหนาแน่นเพิ่มขึ้นและมีฝนตกหนักถึงหนักมากหลาย พื้นที่ โดยเฉพาะด้านรับลมบริเวณภาคเหนือ ภาคตะวันออกเฉียงเหนือ ด้านตะวันตกของภาคกลาง ภาคตะวันออก และ ภาคใต้ฝั่งตะวันตก
จึงขอให้ประชาชนในพื้นที่เสี่ยงภัยตามที่ลาดเชิงเขา ใกล้ทางน้ำไหลผ่าน และพื้นที่ราบลุ่ม ระมัดระวังอันตรายจากน้ำท่วมฉับพลัน น้ำป่าไหลหลาก และน้ำล้นตลิ่ง ในช่วงวันที่ 30 ก.ค.-2 ส.ค.
ส่วนคลื่นลมในทะเลอันดามันและอ่าวไทยตอนบนจะมีกำลังแรง โดยมีคลื่นสูง 2-4 เมตร ขอให้ชาวเรือบริเวณดังกล่าวระมัดระวังอันตรายในการเดินเรือ และเรือเล็กควรงดออกจากฝั่งในระยะนี้ไว้ด้วย
